Transit-oriented Development (TOD): Oregon Program Process and Examples

This PowerPoint presentation describes and provides examples of Oregon's Metro Planning Department TOD program process.

This presentation provides detailed direction on the tools needed to create successful transit-oriented developments. Highlighted TOD components include:

  • Urban architecture (style, materials, uses)
  • Medium to high density
  • Convenient access for walkers, bikers, transit and auto users (“the pedestrian is king”)
  • Structured and/or hidden parking with low parking space ratio to developed units
  • Building design and uses contributing to street life
  • Interaction of building uses with pedestrians needs
  • Links to transit created through building massing
  • Green building
The presentation concludes by showing in vivid detail the actual costs and benefits associated with TODs.
 
This highly useful analysis reveals that TODs must incorporate certain criteria to truly benefit the public or, in the specific case of Metro Oregon, to be eligible to receive public funding for project assistance.  The value of this presentation is that it very clearly establishes through calculations of construction, density, parking and uses when the greater benefit to transit is realized.  In the process, the presentation also articulates the benefits to private developers, further supporting the transit-oriented development endeavor.
