Local Initiatives Leverage Extended Producer Responsibility

In 2000, as part of its “Facts to Act On” series, The Institute for Local Self-Reliance (ILSR) compiled this overview of local communities’ efforts to enact Extended Producer Responsibilities (EPR) initiatives. The document describes examples of local initiatives to spur EPR, lists where the reader can view actual resolutions and ordinances and provides more general information. Other jurisdictions can readily replicate most of the policies and programs highlighted.

The report identifies techniques used to enact EPR at the local level, including networking with industry, passing local resolutions, banning products that harm the environment and public health, passing local deposit legislation for beverage containers, taxing disposables, developing purchasing protocols and addressing EPR as part of solid waste management plans and policy.

This document is an excellent introduction to the ways local governments can use EPR policies to meet local environmental goals. The language is accessible and jurisdictional contact information accompanies each case study. This report will be most useful to those who are new to EPR programs.
