Transportation Control Measures: Commute Alternative Incentives

This report was created by the U.S. Environmental Protection Agency (EPA)  as an overview of alternate commute incentive programs.  It considers employer-based and governmental programs as well as providing background cost-benefit analysis, implementation techniques and case studies.

The three main types of area-wide programs:

  • Area-wide commute management organizations
  • Transportation management associations or organizations (TMAs/TMOs)
  • State and local tax incentives and subsidy programs

Employer-based incentive programs:

  • General travel allowance programs
  • Targeted and specific allowance programs
  • Flexible use of allowances for services provided by many different operators

Incentive models:

  • Tax incentives
  • Subsidy programs
  • Legislative enablement or reform

This is a basic overview that provides enough information for a city to obtain local options and trade-offs for each. Written in 1988, the report also offers an historical context for contemporary programs.
