Construction & Demolition (C&D) Waste Recovery Facility Certification: San Jose, CA

Construction and demolition (C&D) waste has different health and environmental impacts than standard municipal solid waste. C&D waste therefore requires different regulations and recovery processes. The City of San Jose's "Procedures for Recovery Facility Certification" provides a good model for the certification of third-party entities responsible for the transfer and processing of C&D waste diverted from landfills.

This is a concise but clear overview of the requirements necessary for certification, including:

  • Receipt requirements
  • Reporting requirements

Third-party certification offers a cost-efficient way for local governments to regulate C&D waste diversion. This document provides a very basic program outline that identifies all of the necessary steps of an effective program. However, it does not provide details on how municipal staff would specifically conduct "On-site Observations" or "Quantitative Reviews."
