Guidelines For Neighborhood Traffic Management: Rockville, MD

Rockville, MD generated these guidelines as a part of its goal of maintaining livable residential neighborhoods. The city is seeking to remedy excessive speeds on residential streets that have created an unsafe environment in many neighborhoods. Of particular concern is "through traffic" whose origin and destination are not in Rockville.
The purpose of these guidelines is to provide a uniform policy for implementing neighborhood traffic calming plans in Rockville. It differentiates between the types of streets in the community, dividing them by the number of vehicles that use them per day. The guidelines describe different traffic calming measures and strategies for implementation and community participation.
This is a good model because it provides a set of standardized guidelines for the city and gives an overview of specific traffic calming measures' applicability to different situations. It could have been improved with more discussion of the public participation process, so that community members would have a better understanding of their role in implementation.
Traffic calming measures promote many aspects of a healthy community, including livability, reduced traffic, lower speeds, more pedestrian and bicycle access and safer streets. Environmentally, traffic calming supports sustainability in cities by encouraging alternative, non-polluting methods of transportation and promoting tree planting along roadways.
