Household Hazardous Waste Collection Program / County & City Agreement: Santa Clara, CA

This ordinance identifies the conditions under which the CITY of Santa Clara, CA participates in the COUNTY Household Hazardous Waste Collection Program. In addition to specifying funding sources and cost categories, the ordinance includes services for temporary collection events, permanent collection facilities, small business recycling and disposal program, and abandoned household hazardous waste disposal.
The program is administered at the county level, and outlines an approach to create a series of HHW collection days in different cities to make use of regional facilities. The program is funded through a HHW Fee of $2.22 per ton of waste paid by participating municipalities.
City-County and other interagency agreements can be an effective means of implementing new HHW programs. Participating in another jurisdiction’s existing program can help to streamline planning and to manage costs (especially startup costs).
The collection, reprocessing, marketing, and use of materials that were diverted or recovered from the solid waste stream.
