Environmentally Preferable Purchasing (EPP) Policy: New York, NY

This comprehensive 117-page manual was prepared for the New York City Department of Sanitation in 2001.

It covers a broad range of topics relating to Environmentally Preferable Purchasing (EPP) including:

  • Purchasing for waste prevention
  • Buying recycled products
  • Product performance
  • Recycled content standards
  • USEPA’s Comprehensive Procurement Guidelines
  • Reducing toxicity
  • Energy efficiency
  • Developing an EPP policy
  • Developing EPP bids
  • Monitoring progress

This manual does a good job of providing broad enough information to give context, while including a level of detail that is necessary for policy implementation. As an example, there are overviews and checklists at the beginning and end of each section, but also specifics like sample contract language for a competitive bidding process and model life-span analysis for air filters and sign manufacturing.

Energy efficiency is the process of using less energy to produce the same or increased functions. Often used mistakenly as a synonym for ENERGY CONSERVATION. The ability or potential of a physical body to do work. The most common forms of energy are heat, light, mechanical (moving parts), and electrical.
