Removing Barrier to Rainwater Harvesting

In 2008, the City of Edmonds, Washington, passed an interim ordinance to remove a barrier to rainwater harvesting system installations.  This ordinance amended the definition of street setback and added a definition for rainwater collection tank.

The City Council first makes its case that, as a signatory to the U.S. Mayors’ Climate Protection Agreement and as a promoter of sustainable building practices, the City of Edmonds has a responsibility to remove certain barriers within the Code that discourage implementation of rainwater collection and reuse systems.  Through adoption of this ordinance, the Council is exercising its power to adopt interim zoning control for the purpose of protecting public health, safety and welfare while new development standards are considered.  The new definition of setback includes a condition that promotes education on the water efficiency and sustainability benefits of rainwater harvesting systems.

This ordinance serves as a good model for municipalities seeking to remove barriers to sustainable building practices such as rainwater harvesting systems.
