Sacramento, California Mixed Income Ordinance

Mixed-income housing, in addition to creating housing units for occupancy by low-income households, also contributes to the diversity and stability of American communities. This ordinance, developed by the City of Sacremento, CA, is designed to require mixed-income housing for all developments. 29 pages 

This ordinance requires that all developments have substantial interaction with the local government  housing department. In addition, all development of multi-family projects must include 15% inclusionary housing. Developments of for sale housing must include up to 25% inclusionary housing. The City of Sacramento also plans on monitoring sales of units with caps on the appreciation of inclusionary housing units.
 
This model ordinance is suited to large jurisdictions with a well established housing department. Although this ordinance is specific to the City of Sacramento, this document can be modified to suit the needs of large jurisdictions that want to promote mixed-income housing in their communities.
