Composting Ordinance: Chicago, IL
The City of Chicago composting ordinance is published as part of the municipal code on Health Nuisances and distinguishes composting from dumping. The ordinance includes definitions, composting standards for permit-exempt (non-commercial) composting activities, and establishes enforcement authority. The ordinance also includes the Department of Sanitation’s rules and regulations issued to implement and enforce the ordinance. These rules and regulations address what waste is allowable in compost containers, required moisture levels, monitoring, and size limitations.
This policy addresses many of the challenges faced by cities attempting to implement urban composting programs. The policy also addresses pest and odor issues, and can be used as a model for other cities looking to divert organic material from their solid waste stream.
