Compost & Recyclables Hauling Ordinance: Boulder, CO

The City of Boulder, CO outsources solid waste collection service. This ordinance mandates waste haulers to collect recyclables and compostables in addition to trash. It requires annual reporting of total tonnages to the city.

The city requires that haulers collect compostables no less than every other week, with a minimum container volume of 32 gallons, 3 compostable bags of leaves, and 3 bundles of branches all collected curbside. Haulers must take all compostable materials collected to a state permitted compost facility that can certify that the material is processed into a compost product.

This ordinance provides a good model of terms to include in contracts with vendors responsible for municipal solid waste and recyclable collection.
