Construction & Demolition Diversion Model Ordinance

The California Integrated Waste Management Board developed a model construction and demolition (C&D) diversion ordinance boilerplate as a policy tool to help local governments comply with the state's C&D diversion requirements.  The ordinance offers three options for compliance based on: 

  • Project cost
  • Square footage
  • A phased approach that expands the types of covered projects over time in order to support the growth of a market for the waste materials.

Despite being developed for California jurisdictions, this model ordinance can be usefully adapted for communities in other states. The goals, requirements, and language are highly specific and reflect the level of technical detail necessary to create an effective program.
