Clean Diesel Strategy: State of Connecticut

Under this legislation the Commissioner of Environmental Protection for the state of Connecticut is responsible for developing a statewide diesel emission reduction strategy. The legislation requires the reduction strategy to recommend programs, policies and further legislation for achieving the reduction targets for diesel particulate matter indentified in the Connecticut Climate Change Action Plan 2005.
The reduction strategy will identify:

Diesel emissions source inventory with reduction recommendations

Bus retro fit and emissions reduction program recommendations for municipal owned or funded public buses, including an estimated cost benefit analysis

Bus retro fit and emissions reduction program recommendations for school buses, including an estimated cost benefit analysis

Construction equipment reduction strategies for large scale construction projects

Education and outreach programs that define the health risks and climate impacts of diesel emissions
This legislation is a good model for states that are in the early phases of identifying emissions sources and reduction needs, and provides a structure for establishing a program strategy and evaluating the associated costs, but does not spell out any numeric reduction targets.
