Construction & Demolition (C&D) Waste Management Plan Forms: Oakland, CA

The City of Oakland, CA requires building contractors to submit a Construction & Demolition Debris Waste Reduction and Recycling Plan (WRRP) at the start of projects, and a Construction & Demolition Debris Summary Report (CDSR) to report actual volumes of diverted waste. Both requirements apply to all new construction, all demolition (excluding single family & duplex), and any addition/alteration projects with construction valuation exceeding $50,000 (excluding single family & duplex). The WRRP must be approved by the City before the issuance of building permits. The CDSR must be submitted before the issuance of any certificate of occupancy.
The WRRP form requires a basic project description, as well as a detailed estimate of material diversion with specific material types and facility locations. It provides a worksheet for the specification and calculation of debris volume and target recycling rate. The Debris Summary Report provides the same worksheet for recording actual volumes and recycling rates.
These are basic forms that other cities could use as models for their own C&D waste management plans submittal materials.
