Mixed-Income Transit-Oriented Development (TOD) Action Guide
This guide was designed as a tool to help community advocates, practitioners, intermediaries, and jurisdictions in their efforts to foster mixed-income transit oriented development (TOD). The term “mixed-income TOD” is shorthand to describe a set of goals that includes the provision of a mix of housing choices, affordable to a range of incomes, for people at different stages of life within a specific transit district (or transit zone).
This guide has been organized to lead the reader through three key steps with the ultimate objective of generating a greater and more comprehensive understanding of the housing needs in a specific transit district and of the range of tools that can be employed to achieve the goals of mixed-income TOD.
Steps for achieving mixed-income TOD include:
- Outlining the data needed to assess the need, challenges, and opportunities
- Directions to sources of that information, and guidance on how that data can be organized and analyzed
- Guidance on how to select which tool, or sets of tools, that are most appropriate for the specific conditions of the transit district
