Performance Contracting: Brattleboro, VT
This is a preliminary report based on Brattleboro’s Request for Auditing Services and responses from facility managers to energy surveys provided by Efficiency Vermont. This report summarizes the estimated project costs and energy cost savings for a variety of measures for the Town of Brattleboro, VT and Brattleboro Public School Facilities.
Outlined in the report are specific recommendations wich would allow the Town of Brattleboro to achieve annual energy cost savings of $32,000 with a seven-year payback on up front costs. A detailed list of recommendations is provided for energy efficient measures to improve the lighting and boilers in both the schools and municipal buildings. Thermal shell and system upgrades for the municipal buildings are also discussed. The report also discusses upgrades to the town's water treatment facility. Efficiency Vermont found that the measures identified in the Town of Brattleboro could not support a performance contract model. Therefore, the report also identifies several finance mechanisms that could be used to pay for these upgrades.
This report has value for the reader interested in learning about different efficiency upgrades a town might undertake including the costs and payback period. Towns that are unable to secure a performance contract with an energy services company would benefit from the short review of possible financing mechanisms inlcuded at the end of the report.
