Buildings: City Buildings Office Enterprise Fund and Energy Efficiency Coordinator

Does anyone know of a city which uses enterprise fund proceeds for an energy efficiency coordinator? Ann Arbor has a model where a portion of the position is paid by the three biggest energy using departments: Water, Waste water and Streetlights (gen fund).  We thought if Atlanta adopts an enterprise fund for its building office that a coordinator to help city buildings save energy made good sense.  Anyone else doing this??
